On a PC with an empty hard drive, insert your new recovery media. * Press and hold the volume down rocker switch + Power button to boot the Surface into recovery mode. In the search box on the taskbar, enter recovery drive, and then select Create a recovery drive or Recovery Drive from the results. Click on the Start menu and choose the “Settings” option. After your Surface restarts to the Choose an option screen, select Troubleshoot > Reset this PC.
